为确保纳税人及时了解两部新税法实施的相关情况，南开区税务局梳理总结了《契税法》《城市维护建设税法》及配套文件中纳税人普遍关注的热点问题，利用“天津南开税务”微信公众号和该局自主编印的《纳税人之友》宣传刊物等渠道，面向纳税人“全覆盖”式地宣传讲解两部新税法的立法意义、主要内容以及优惠政策衔接政策等问题，帮助纳税人准确理解政策，积极回应社会关切，营造良性纳税氛围。

据了解，为推动《契税法》和《城市维护建设税法》正式施行后的相关税收优惠政策扎实落地，确保纳税人继续精准享受改革红利，该局在做好各项内部培训和技术准备的同时，按月对上述两个税种进行监控分析，提取分析申报数据形成台账，查找税种管理和优惠落实存在的问题和不足，针对性地制定整改措施，及时查补税种管理短板，推动纳税人应享尽享税收优惠政策。 两部新税法施行两个月以来，纳税人在申报缴税及享受优惠方面均平稳正常。

南开区税务局相关负责人介绍，《契税法》和《城市维护建设税法》正式施行后，契税和城市维护建设税法的征收将稳定性更强、透明度更高，对居民财产权益的保护也更加有法可依。
